- Bangladesh has been a major source of migrants, both permanent and temporary, since it came into existence. However, records on migration from Bangladesh are poor. Ruhul Amin, from the Bangladeshi Ministry of Foreign Affairs, admitted this at the UN Working Group on International Migration in the Netherlands in June 1998 (Amin 1998). The situation is complicated by substantial numbers of irregular and illegal migrants. Data on return migration is even harder to come by. One of the major problems with this study was finding genuine 'returned skilled migrants'. To understand why, we need to consider the whole history of migration from Bangladesh over the last thirty years, as well as the history of migration in the region before the creation of Bangladesh in 1971. Clearly, there are obstacles and problems which, at present, effectively discourage skilled Bangladeshis from returning to Bangladesh and which make it difficult for those few who do return to make an effective contribution. These need to be addressed in a systematic and concerted manner.
