- This chapter is concerned with the current status of internally displaced persons (IDPs) and refugees arising from the insurgent activities of Boko Haram, an Islamic terror organization operating mostly in the north-eastern tip of Nigeria. The chapter begins with an overview summary of major religious and political conflict in Nigeria. It describes Boko Haram as an organization, and describes its insurgent activities that have resulted in displacement of significant numbers of people, and attendant large scale socio-economic disruption. The chapter then provides an analysis of the proportion, gender, and status of internally displaced persons (IDPs) and refugees as well as the complex challenges of providing appropriate and timely relief assistance to the displaced. The chapter further highlights what needs to be done, and the tasks that must be completed in order to provide timely, adequate, and appropriate assistance to the IDPs and refugees. It outlines existing relief actors, relief supply chains, and associated security concerns in the execution of those relief supply chains. The chapter concludes by outlining a framework of how humanitarian relief organizations can mitigate security challenges in enacting and managing their relief operations and associated relief supply chains.
