- This paper is drawn from a study undertaken for the United Nations Development Programme (UNDP) in Bangladesh in 2015. Housing in rural coastal areas of Bangladesh is vulnerable to hazards such as cyclones and floods, exacerbated by climate change, resulting in recurrent loss of lives and assets. Due to widespread poverty, building disaster resilient housing (DRH) is unaffordable for most people there, indicated by a review of housing typologies. An overview of DRH initiatives of key agencies highlighted the opportunities and challenges in this field, and pointed to the paramount importance of community participation. Based on the reviews, assessment, stakeholder and community consultations undertaken in the study, design and construction options for DRH were developed, which indicated a way forward to build and support long-term resilience of the vulnerable coastal communities. It is anticipated that the design framework developed in the study will inform the implementation of a UNDP program for building 20,000 disaster resilient homes over five years, integrated with community infrastructure and livelihood opportunities. The housing is expected to be complemented by settlement planning for disaster resilience and adaptation to the long-term impacts of climate change.
