- Sustainable development has been a pressing issue in many policy debates. The challenges of sustainable development are multi-faceted and interdependent, and must be addressed by relevant stakeholders in the public and private sectors and civil society. In other words, sustainable development is the obligation of respective stakeholders, including the public, at all levels. Traditionally, public governance included only the public sector. However, new concepts of governance have been developed, such as interactive governance, networked or hybrid governance. Multi-stakeholder partnerships, embracing both state and non-state actors, have been considered an emergent form of global governance. It is an innovative governance paradigm which can address the shortcomings of the current governance framework in terms of institutions, mechanisms and implementation. This paper aims to (i) introduce a networked governance framework for sustainable development, including both state and non-state actors, institutional arrangements, mechanisms and their interaction, (ii) examine the key factors affecting the effectiveness of this governance model, and (iii) make policy recommendations to Southeast Asian countries in terms of governance for sustainable development.
