- Understanding how regions develop has received attention in the US and European Union. Theory has developed but application to settings like Australia is lacking. This research adopts a strategic management perspective to regional innovation systems. Treating regions like entities and building on existing frameworks uncovers lessons related to human capital. Rules for regions are becoming clearer but there is a dearth of literature on knowledge development and exchange for people and processes. This research is based on practice-based interventions in Australia. Learning by doing and action research are underrated approaches in management theory. With rigour and empirical evidence such approaches can help align theory and practice. Encouraging people within the Australian quadruple helix to cooperate is pertinent to better results. The smart specialisation process in Europe assumes readiness. This paper identifies that in Australia the first step is to get regions 'on their marks' before saying 'get set, go!'
