- This report describes an empirical evaluation of the civil case management regimes of two large trial courts, the District Court of New South Wales and the County Court of Victoria. The research is important because it addresses, using quantitative methods, questions about the impact of two models of case management on the cost, timeliness and quality of the civil process. It goes some way towards filling a significant void in social research on an important contemporary policy issue, namely what courts can do about the 'twin evils of cost and delay' and improving access to justice.
