- The Australian coastal zone is vulnerable to coastal flooding that can cause widespread damage to property, infrastructure and life. Currently, coastal planners use probability statistics such as the Annual Recurrence Interval (ARI) as an estimate of a flood of a given magnitude occurring. However in light of greater understanding into climate change and the consequential acceleration in sea-level rise, these planning tools become inadequate. This paper looks at a method of coastal flood planning that uses multiple hazard lines to estimate risk areas, which can help in managing a moving level of risk. Setting accurate risk levels are crucial - if they are too high they can cause unnecessary economic and social disruption however if they are too low they leave property and lives at risk. This paper looks at a case study of how one council has developed their hazard lines and the limitations and opportunities discussed. The findings of this research has been that although there has been some state guidance, there is still a high level of discretion in setting the hazard lines that can make for inconsistency between local government regions. The responsibility for councils to develop hazard lines however does allow for regional conditions to be considered. Moving beyond hazard lines to other management tools such as Adaptation Plans may be a more suitable approach.
