- Natural World Heritage Areas (NWHA) are legally set aside to protect valuable and outstanding natural resources. These areas have also become attractive sites for the growth and development of a nature-based tourism market, which includes the supply of ecotourism and adventure tourism services within NWHA. However, for several decades most state governments in Australia have enforced policies that limit commercial tourism supply in NWHA (Pigram & Jenkins, 2006). Recently, state governments have begun to recognise that tourism can play a role in educating the public about NWHA and by extension engaging the public in supporting the protection of NWHA (Wearing & Lyons, 2008). This is particularly true in NSW where the NSW government is now working hard to stimulate a declining tourism market. The NSW government is currently moving toward revising the existing policy towards tourism in national parks including NWHA (Brown, 2009). Increasing the collaboration with commercial tour operators is an essential component of this revision (Taskforce on Tourism and National Parks, 2008). An important starting point is to understand the perspectives of these operators. This paper discusses how commercial tour operators perceive the existing policies that affect tourism in NWHA and how they view the future development of tourism in these places. Operators’ attitudes towards tourism policy can be a crucial and practical reference for future planning of tourism in NWHA (Dredge & Jenkins, 2007). Moreover, most attitude studies of tourism in heritage areas focus on the perspectives of community and/ or visitors’ perspectives (Sirakaya-Turk, 2007). There is a dearth of study concerning the attitudes of commercial tour operators who play a significant role in the tourism supply-side and tourism planning. Therefore, this study explores commercial tour operators’ attitudes towards NSW tourism policy in NWHA and investigates operators’ perspectives on the future development of tourism in NWHA.
